SUBJECT : REFORM IN THE FUNCTIONING OF RWANDAN CIVIL SOCIETY

We, members of the ‘Collective of Rwandan Civil Society Associations (CASCR)’, are happy to share with you the reform created in the functioning of Rwandan Civil Society.

As its name suggests, this confederation is an organization composed of associations and other individuals of civil society andendowed with legal personality and constituted on December 10th, 2016, in Belgium where it has its head office. Until 2024, before changing its name, this organization was called « Rwandan Civil Society Consultation Framework (CCSCR) ». One of the main projects that made it known was  »Radio URUMURI » which it founded in July 2018, together with various programs for advocating the human rights.

In 2024, the members of this organization undertook a major reform works to change its mission and give it a new direction in order to adapt it to the realities of the times we live in today. This resulted in a decrease in the broadcasts of Radio URUMURI, as the way its station operates was also in the process of the reform.

Therefore, for these reasons, we inform you of the followings :

1° NEW NAME OF THE ORGANIZATION

Since February 1, 2025, the Rwandan Civil Society Consultation Framework (CCSCR) has become the « Collective of Rwandan Civil Society Associations (CASCR) »: ‘Collectif des Associations de la Société Civile Rwandaise’ (Français); ‘Impuzamashyirahamwe ya Sosiyete Sivili Nyarwanda’ (Kinyarwanda).

2° VISION AND OBJECTIVE OF THE ORGANIZATION

The CASCR aims to bring together the forces of associations and individuals of Rwandan Civil Society or other nationalities to defend the rights and interests of citizens ; by providing solutions to the social, economic, political and cultural problems of Rwanda, with priority given to ending exile in dignity, and restore the unity and peace of the nation.

Its objective is to facilitate the implementation of common activities for individuals and member associations. This makes it possible to act in a coherent manner in order to anticipate events, ensure a rapid reaction capacity and stimulate a dynamic of collaboration and/or permanent and fruitful dialogue, mutual trust and responsible citizenship. Thus, all these projects are managed in the best interest of the entire Rwandan community.

It defends the right of Rwandans to come, go and live freely in their country.

3° MEMBERS OF THE CASCR BOARD OF DIRECTORS

1. MUSOMESHA Aloys : President

He represents the « Project for Peace and Authentic Reconciliation guided by Law, Truth, Justice and Forgiveness (Project-DVJP)« , located in Belgium, as Director and Mediator.

2. Dr RWANDARUGALI Stanislas: Vice – President

He represents the organization « Rwandan Platform for Dialogue, Truth and Justice (RDTJ)« , located in South Africa, as President.

3. HABIMANA Théoneste: Secretary

He represents the organization « International Network for the Promotion and Defence of Human Rights in Rwanda (RIPRODHOR)« , headquartered in France, seated asTreasurer.

4. HAVUGIMANA Pierre-Célestin : Treasurer

Former director of Radio URUMURI, he is a human rights activist within the Rwandan Civil Society.

OBJET : REFORME DU FONCTIONNEMENT DE LA SOCIETE CIVILE RWANDAISE

Nous, membres du « Collectif des Associations CASCR », sommes heureux de vous présenter la réforme de son fonctionnement actuel dans la Société Civile Rwandaise.

Comme son nom l’indique, cette confédération est une organisation dotée de la personnalité juridique, composée d’associations et d’autres individus activistes de la société civile. Elle a été fondée le 10 décembre 2016 en Belgique, où elle a son siège social. Jusqu’en 2024, avant de changer son nom, cette organisation s’appelait « Cadre de Concertation de la Société Civile Rwandaise (CCSCR) ». L’un des projets clés qui l’a fait connaître est « Radio URUMURI », créée en juillet 2018, en plus de diverses activités de protection et de défense des droits humains.

En 2024, les membres du CASCR avons entrepris une autre tâche majeure de réforme pour changer sa mission et lui donner une nouvelle direction en vue de l’adapter aux réalités de l’époque dans laquelle nous vivons. Cela a entraîné temporairement une diminution des émissions de Radio URUMURI, car le mode de fonctionnement de sa station a été aussi restructuré.

Pour ces motifs, nous tenons à vous informer des changements opérés en ce qui concerne les éléments suivants :


1° NOUVEAU NOM DE L’ORGANISATION

Depuis le 1er février 2025, le ‘Cadre de Concertation CCSCR’ est devenu le « Collectif des Associations de la Société Civile Rwandaise (CASCR) » : ‘Impuzamashyirahamwe ya Sosiyete Sivili Nyarwanda’ (Kinyarwanda) ; ‘Collective of Rwandan Civil Society Associations’ (Anglais).

2° VISION ET OBJECTIF DE L’ORGANISATION

Le CASCR vise à rassembler les forces des associations et des individus de la Société Civile Rwandaise ou d’autre nationalité pour défendre les droits et les intérêts des citoyens ; en apportant les solutions aux problèmes sociaux, économiques, politiques et culturelles du Rwanda, en priorité celles de mettre fin à l’exil dignement et restaurer l’unité et la paix de la nation.

Il a pour objectif de faciliter la réalisation des activités communes aux individus et associations membres. Cela permet d’agir de manière cohérente en vue d’anticiper les événements, de s’assurer une capacité de réaction rapide et d’impulser une dynamique de collaboration et/ou de dialogue permanent et fructueux, de confiance mutuelle et de citoyenneté responsable. Ainsi, tous ces projets sont pilotés au mieux dans l’intérêt de toute la communauté rwandaise.

Il défend le droit des rwandais.es d’aller, de venir et de vivre dans leur pays.

 

3° MEMBRES DU CONSEIL D’ADMINISTRATION DU CASCR

1. MUSOMESHA Aloys : Président.

Il représente le ‘Projet pour la Paix et la Réconciliation authentique guidée par le Droit, la Vérité, la Justice et le Pardon (Projet-DVJP)’ sis en Belgique, dont il est Directeur et Médiateur.

2. Dr RWANDARUGALI Stanislas : 2ème Président.

Il représente l’association ‘Rwandan Platform for Dialogue, Truth, and Justice (RDTJ)’ , sise en Afrique du Sud, dont il est président.

3. HABIMANA Théoneste : Secrétaire.

Il représente l’association ‘Réseau International pour la Promotion et la Défense des Droits de l’Homme au Rwanda (RIPRODHOR)’ , sise en France, dont il est trésorier.

4. HAVUGIMANA Pierre-Célestin : Trésorier

Ancien directeur de Radio URUMURl et activiste de la Société Civile Rwandaise pour la défense des droits humains.

Nkuko izina ribivuga, uwo muryango uhuriweho n’amashyirahamwe n’izindi mpirimbanyi za Sosiyete Sivili ; ukaba ufite ubuzimagatozi. Washingiwe mu Bubiligi tariki ya 10 Ukuboza 2016, ari naho ufite icyicaro gikuru. Kugeza mu mwaka wa 2024, utarahindura izina witwaga« Inama Mpuzabikorwa ya Sosiyete Sivili Nyarwanda (CCSCR) ». Umwe mu mishinga y’ingenzi watumye umenyekana ni « Radio URUMURI » yashinzwe muri Nyakanga 2018, wongeyeho n’ibikorwa binyuranye byo kuvuganira no kurengera uburenganzira bw’ikiremwa muntu.

Mu mwaka wa 2024, abagize uwo muryango twakoze ikindi gikorwa gikomeye cyo kuwuvugurura, duhindura intego yawo ndetse tuwuha icyerekezo gishya kugirango tubihuze n’ibihe tugezemo.
