SUBJECT : REFORM IN THE FUNCTIONING OF RWANDAN CIVIL SOCIETY
We, members of the ‘Collective of Rwandan Civil Society Associations (CASCR)’, are happy to share with you the reform created in the functioning of Rwandan Civil Society.
As its name suggests, this confederation is an organization composed of associations and other individuals of civil society andendowed with legal personality and constituted on December 10th, 2016, in Belgium where it has its head office. Until 2024, before changing its name, this organization was called « Rwandan Civil Society Consultation Framework (CCSCR) ». One of the main projects that made it known was »Radio URUMURI » which it founded in July 2018, together with various programs for advocating the human rights.
In 2024, the members of this organization undertook a major reform works to change its mission and give it a new direction in order to adapt it to the realities of the times we live in today. This resulted in a decrease in the broadcasts of Radio URUMURI, as the way its station operates was also in the process of the reform.
Therefore, for these reasons, we inform you of the followings :
1° NEW NAME OF THE ORGANIZATION
Since February 1, 2025, the Rwandan Civil Society Consultation Framework (CCSCR) has become the « Collective of Rwandan Civil Society Associations (CASCR) »: ‘Collectif des Associations de la Société Civile Rwandaise’ (Français); ‘Impuzamashyirahamwe ya Sosiyete Sivili Nyarwanda’ (Kinyarwanda).
2° VISION AND OBJECTIVE OF THE ORGANIZATION
The CASCR aims to bring together the forces of associations and individuals of Rwandan Civil Society or other nationalities to defend the rights and interests of citizens ; by providing solutions to the social, economic, political and cultural problems of Rwanda, with priority given to ending exile in dignity, and restore the unity and peace of the nation.
Its objective is to facilitate the implementation of common activities for individuals and member associations. This makes it possible to act in a coherent manner in order to anticipate events, ensure a rapid reaction capacity and stimulate a dynamic of collaboration and/or permanent and fruitful dialogue, mutual trust and responsible citizenship. Thus, all these projects are managed in the best interest of the entire Rwandan community.
It defends the right of Rwandans to come, go and live freely in their country.
3° MEMBERS OF THE CASCR BOARD OF DIRECTORS
1. MUSOMESHA Aloys : President
He represents the « Project for Peace and Authentic Reconciliation guided by Law, Truth, Justice and Forgiveness (Project-DVJP)« , located in Belgium, as Director and Mediator.
2. Dr RWANDARUGALI Stanislas: Vice – President
He represents the organization « Rwandan Platform for Dialogue, Truth and Justice (RDTJ)« , located in South Africa, as President.
3. HABIMANA Théoneste: Secretary
He represents the organization « International Network for the Promotion and Defence of Human Rights in Rwanda (RIPRODHOR)« , headquartered in France, seated asTreasurer.
4. HAVUGIMANA Pierre-Célestin : Treasurer
Former director of Radio URUMURI, he is a human rights activist within the Rwandan Civil Society.
